At Brightmill we are experts in interim management with the public sector as one of our specialist areas. Today, almost half of the placements we make are public sector roles. Our customers are municipalities, authorities, regions, municipal and state-owned companies. We are a valued framework contract supplier for interim managers and senior specialists, but are also often asked for direct procurement. This gives us a good understanding of what it takes to make successful placements in the public sector. We are specialists in interim management. The public sector is one of our focus areas. This means that we are used to finding consultants who are well acquainted with the complexities of working in a politically controlled environment. Of all the jobs that Brightmill fills each year, almost half are public sector recruitment.

Over the years, we have developed a solid system support developed specifically for us at Brightmill to facilitate the work of executive recruiters. Our recruitment process includes all the mandatory steps of a permanent appointment, but is carried out at a much faster pace. We usually say that we can have a consultant on site within two weeks of receiving the assignment inquiry. But it can also be much faster.

A municipality is home to a large number of different operations. From support functions such as finance, HR and IT to different departments with more specific tasks. It is not difficult to see that skills needs differ drastically between, for example, a technical administration and a social administration. Working as a civil servant in a municipality means being able to navigate successfully in a politically driven environment. This tends to be particularly evident in managerial roles and is an important aspect for our interim managers to be successful in their municipal assignments.

We are currently framework agreement supplier for a large number of municipalities and therefore have experience of the many different needs for an interim solution that can be actualized by a municipality. Our work process

An overall needs analysis is carried out at the first contact. Thanks to our long experience and experienced executive recruiters, we can quickly understand the needs and advise on any questions or concerns.

Based on the needs analysis, we create, preferably together with the customer in real time, a requirements profile that defines requirements for skills and experience. The requirements profile then forms the basis for the continued process through dialogue with candidates, candidate presentations, reference taking and follow-up during the interim assignment.

Interim recruitment has to be fast. The secret is to have a large network of candidates with up-to-date information on their skills and availability. We have that at Brightmill. To find the best candidates, we always rely on our own network of carefully selected candidates across Sweden, Denmark and Germany. We work quickly and efficiently thanks to our proprietary system support that makes us spot-on and time-efficient.

In order to make the selection process as efficient as possible, we use our digital profile tool to compare candidates' competences with the requirements profile. This allows us to ensure the objectivity of the selection and that the candidates contacted have a relevant profile.

At Brightmill, we work exclusively with competence-based recruitment. The responsible executive recruiter interviews the candidates and prepares a clear candidate profile to complement the candidate's CV. Brightmill presents the most interesting candidates to the client.

The client interviews selected candidates and selects their final candidate.

Background checks are carried out on all candidates we present. Reference checks are carried out by Brightmill on the final candidate. It is also based on the requirements profile and supplemented by a series of generic questions that are compiled in writing in an easy-to-understand format.

Contracts are signed digitally with the client and then with the consultant. Brightmill also provides assistance with start-up and onboarding.

Are you considering a framework agreement?

We know that vacancies occur regularly in organizations. This is true in all sectors, including the public sector. Having a framework agreement in place with a specialized interim agency is an effective way to vaccinate against sudden vacancies. With a procured framework contract, an interim manager can start within a few days. The conditions of the process are set and so are the prices.

When procuring a supplier, the contracting authority has been able to set the requirements that are important to ensure delivery. In addition, not having to limit yourself to the thresholds that apply to a direct award of contracts is a major advantage. This is because these limits often hamper both the length and scope of assignments. However, the most important argument for a framework agreement is this: having an experienced interim manager can ensure continued peace of mind and keep the organization afloat even in the absence of a permanent leader.

Interim manager in the public sector

The price is determined together with the candidate based on the assignment and the client. If we have a framework agreement, the prices in the framework agreement apply. We always try to expose our candidates for competition in order to be as cost-effective as possible. Contracts are signed first with the client and then with the candidate. Contract signing is done digitally.

We are happy to provide a quote describing our work process. It allows us to give an indicative price range for the interim role in question. Our candidates are always presented with hourly or daily rates.

The most common assignment is a line position. Therefore, a full-time solution is usually required. If you need someone on a part-time basis, we will discuss this during the recruitment process. Although the selection of candidates may be somewhat smaller, we usually solve those assignments.

Many of our consultants want to work on a contract basis, but there are those who would like to work on a permanent basis. The amount of the recruitment fee depends on the duration of the consultant's contract and the salary the consultant receives as a permanent employee. Call-offs from framework agreements are subject to the provisions of the framework agreement.

It is very rare that it does not work. Should this happen, we have a well-established and clear process to deal with it quickly and smoothly.
